Tentative Agreement Reached
2008 – 2011 Contract
Summary

The AFT College Staff Guild and the Los Angeles Community College District reached agreement on a Collective Bargaining Agreement for 2008-2011 on June 10, 2009. The agreement has to be ratified by the AFT Staff Guild membership and the Board of Trustees to take effect. The following is a summary of the major items of change:
Article 23, Wages and Salaries: Effective July 1, 2008, all salary schedules, increments and differentials shall be increased by .68% (COLA). Reopeners on compensation for 2009-2010 and 2010-2011.

Article 21, Health and Welfare: Maintain current Health Benefits Program (Master Health Benefits Agreement) through the Joint Labor Management Benefits Committee (JLMBC). Any change to Health Benefits comes through the JLMBC.


Article 3, Non – Discrimination, E. Harassment (Non-Sexual). Strengthen language for complaints of Harassment (Non-Sexual) which includes improved process for investigation.


Article 6, AFT Rights: Use of a private/confidential office for meeting with AFT representatives at each worksite; Office shall include a desk, a locking filing cabinet, telephone, and network access; Improved access to member information including new hires.


Article 8, Work Environment: College and worksite Disaster and Preparedness plans shall be maintained, assessed and updated to ensure compliance with state and federal laws; plans available for review at all worksites.


Article 11, Holidays: Language stating that the District and the AFT Staff Guild shall consult on the holiday dates per the academic calendar; This shall include agreement on the date Admission Day will be observed.


Article 17, Professional Development and Retraining: Increase in Tuition Reimbursement Fund from $85,000 to $100,000 per fiscal year; $3,000 shall be available for first time computer certification (MOS and Network +) reimbursements; The AFT and the District shall expand staff development activities with the expectation that additional programs will be offered for the mutual benefit of the District and the Union; There shall be at least one AFT Staff Guild member appointed by the AFT Staff Guild to the Colleges and District Office Staff Development Committees.


Article 24, Shared Governance/Committees: Includes a Statement of Intent;
Shared Governance: The set of practices under which District/College employees participate in decisions about the operation of their institutions. The District/ Colleges are committed to, and encourage, full participation from Clerical Technical employees. Strengthen language for Unit I employees to be appointed, by the AFT, to selection/hiring committee/panel; AFT Chapter Chairs at the worksites shall receive formal notice when a hiring committee is being established; Guidelines shall be developed at the worksite through consultation with the AFT and College President or Deputy Chancellor.


Article 27, Term of Agreement and Renegotiations: This agreement is for the period of July 1, 2008 through June 30, 2011.
The following articles have been signed off with no change from the current Collective Bargaining Agreement: Article 1, Preambles, Article 2, Exclusive Representative, Article 4, Board of Trustees Rights and Responsibilities, Article 5, General Provisions, Article 7, Agency Shop, Article 9, Uniform, Tools, and Personal Property, Article 10, Vacation, Article 12, Hours and Overtime, Article 13, Layoff, Article 14, Transfer and Reassignment, Article 15, Classification and Reclassification, Article 16, Procedure for Performance Evaluation, Article 18, Personnel Files, Article 19, Leaves A. B.C. D. E. F. G. H. I. J. K. L. M. N. O. P. Q. R. S. T. and U, Article 20, Conference/Convention Attendance, Article 22, Grievance Procedure, Article 25, Employee Assistance program (EAP), and Article 26, Air Quality Management District (AQMD) Compliance.
